During the counselling round for the TNPSC Group 4 exam, a document verification process will also be conducted. The counselling process was introduced by the commission in 2012 to ensure transparency in service/post allocation. The commission, now, follows the Single Window Counselling to allow the candidates to choose departments/units as per their preference.
The counselling process involves three stages: Pre-counselling, Counselling Day, and Post-counselling. Candidates shortlisted for the counselling round must participate in all three stages to secure the desired position.

For candidates looking to join the Tamil Nadu government in one of its many departments, the TNPSC Group 4 exam is held. Since the Group 4 exam does not contain an interview phase, it is the most well-liked exam among applicants in Tamil Nadu.
TNPSC Group 4 Counselling
The TNPSC Group 4 counselling procedure involves three stages in total. These four stages are:
- Pre-Counselling Phase
- Counselling Phase
- Post-Counselling Phase
Note: Before the first stage, TNPSC releases the Overall Rank List.
The detailed process of counselling is mentioned in the article below.
Stage 1: Publication of Overall Rank List
After the exam is conducted, the commission releases the overall rank list. The rank list contains:
- Overall Rank
- Community-wise Rank
- Special Category Rank, Ex-servicemen, Differently abled categories, Destitute Widow.
After the overall rank list is released, the commission also releases the department-wise vacancy on its official website. Additionally to the vacancy, the commission releases the counselling guidelines, which include details about reservation categories and order of selection by which candidates can be considered for selection/allotment as per the category of the candidate.
Stage 2: Pre-Counselling
- Publication of the last rank, by community category, of the applicants who will be allowed for Certificate Verification, concerning the number of open vacancies, which is 1:3. ( as the case may be).
- Updating applicant information and verifying the candidates' original certificates, following what they claimed in the online application.
- Creating and publishing a counselling list that correctly eliminates candidates who were missing, ineligible, or rejected from the list of applicants called in for certificate verification.
Stage 3: Counselling
The following is the process followed on the day of the counselling:
Vacant position projection using an overhead projector:
The current vacant position will be projected by OHP projection with automatic online update after the publication of the overall and Department-specific vacancy positions in the Commission's website. As a result, candidates may choose their departments by knowing about the latest vacancies.
Registration Session
Candidates will be properly registered on the day of counselling using software associated with the counselling module. The candidates' identification will be examined during the registration session. The applicants will thereafter be seated in accordance with their rank order.
Instruction Session
Then, the Deputy Secretary/Under Secretary in charge will provide all applicants with general instructions on the counselling process, dos and don'ts in the counselling chamber, and any particular instructions that may be necessary.
Help Desk
When it is the candidate's turn for counselling, he will be directed to the help desk firstly, where they may check the precise number of vacancies that fall under their category. Other category openings won't be indicated as being available.
Allotment Desk
The next applicant will be directed to the allocation desk, where he or she must affirm the name of the position or department through a microphone. The position or Department will be assigned upon confirmation. The Counseling Chamber's whole sessions are captured on camera.
Issue of Allotment Order
Once the candidate has selected the department or unit of their choosing, an allocation order will be created and properly assigned a unique barcode number. The candidate will then instantly get the allocation order that has been properly signed by the relevant authorities.
Publication of Updated Vacancy Position
The current Department/Unit-specific job openings will be posted on the Tamil Nadu Public Service Commission's official website after the conclusion of each day's counselling.
The candidates' choice is final. Therefore, requests to change departments or units at a later time will never be considered.
Stage 4: Post-Counselling
- Sending the list of chosen applicants to the relevant Appointing Authorities for the purpose of issuing Appointment Orders
- After all of the advertised openings have been filled, the seniority of the chosen applicants will be ascertained (Dept/Unit-wise), and with the Commission's approval, the Seniority List will be sent to the respective Appointing Authorities.
TNPSC Group 4 Counselling Process: Advantages
- Transparency is assured because Candidates can select their own optional Post/Department and Location based on their merit.
- The number of not-joined/joined and left applicants is significantly decreased since the positions left vacant by Unwilling/Absentee candidates are replaced by candidates listed in the ranking list.
