Every year, the National Eligibility Cum Entrance Test (NEET) Undergraduate (UG) opens the gateway to undergraduate medical and dental courses across India. With over 20 lakhs aspirants competing for limited MBBS, BDS, and AYUSH seats, cracking NEET is only the beginning. The real test begins after the results are declared.

The NEET UG Counselling 2025 process follows the well-established structure conducted by the Medical Counselling Committee (MCC) for All India Quota (AIQ) seats, and by respective state authorities for state quota seats. 

Here’s a detailed step-by-step guide to help students understand and navigate this crucial phase of the admission journey:

Understanding NEET UG Counselling 

NEET UG counselling is a centralised process of seat allocation for medical and dental colleges in India. It ensures a fair, merit-based system of admission while accommodating reservation policies and candidate preferences. The NEET Undergraduate counselling is conducted by two main authorities: The Medical Counselling Committee (MCC) and State Counselling Authorities.

The MCC handles counselling for the 15% All India Quota (AIQ) seats in government medical and dental colleges, along with 100% seats in the Deemed Universities, Central Universities like AMU and BHU. It also manages 85% of seats in the University (DU). Candidates can register and access updates on the official MCC portal website- mcc.nic.in.

State Counselling Authorities oversee the 85% State Quota seats in government colleges and all seats in private medical colleges within their respective states. Each state has its own counselling portal, eligibility criteria and reservation policies.

Eligibility Criteria for NEET UG Counselling

To participate in NEET UG Counselling:

  1. The candidate must have qualified for NEET UG 2025.
  2. Must register separately for MCC and state-level counselling (If applicable)
  3. For AIQ counselling, candidates from all states are eligible.
  4. State domicile and specific eligibility rules apply for state quota seats. 

Step-by-step Process for NEET UG Counselling 2025

Given below is the procedure for NEET UG Counselling registration, form submission, choice filling, choice locking and seat allotment result.

STEP 1: Registration 

The NEET UG Counselling 2025 process begins with online registration, where candidates need to visit the official counselling portal – either the MCC website for All India Quota and Deemed/Central universities or their respective state counselling websites for state quota seats.

Candidates must enter their NEET 2025 roll number, application details and personal information to generate login credentials. Once registered, they are required to pay the counselling fee and a refundable security deposit, the amount of which varies depending on the category and type of institution. 

STEP 2: Choice Filling and Locking

After successful registration, the next step is choice filling and locking, where candidates select and prioritise their preferred medical or dental colleges and courses. Candidates should research past cut-offs, college reputation and course fees before locking in their choices. If the choices are not locked manually before the deadline, the system will auto-lock the last saved choices.

STEP 3: Seat Allotment Result

Once the choice locking is done, the seat allotment result is published on the counselling portal. Seats are allocated based on NEET rank, reservation criteria, seat availability and the candidate’s preference. If allotted a seat, the candidate must download the allotment letter and proceed to report at the allotted institute for document verification.

STEP 5: Seat Confirmation or willingness for further rounds

Following verification, candidates must confirm their admission decision. They have the option to ‘freeze’ the seat if satisfied, ‘float’ it if they want to participate in the next round for better options, or withdraw if they choose not to continue. 

The refundable security deposit is either adjusted in the college fee upon joining or refunded if the candidate was not allotted any seat or withdrew within the permitted timeline. Candidates who do not report or complete the verification within the deadline forfeit their seat and may be ineligible for further rounds.

The process continues with Round 2, where fresh choices can be filled, and unfilled seats are offered again. This is followed by a mop-up round for candidates who didn’t get a seat earlier. Finally, the Stray vacancy round is conducted by institutions directly for any remaining seats, often without fresh registrations. Throughout, candidates are advised to track deadlines, follow eligibility conditions, and participate in both AIQ and state counselling to maximise their chances of admission into a medical college.
